I thoroughly cleaned the entire belt, including the metal guide surface at the shoulder level, and lubed the seat belt retractor mechanism itself with no real improvement.The easiest thing you can check for is to make sure the strap is not twisted and then gotten that twist pulled into the mechanism. Buy the new part and bolt it in (removing and refitting trim pieces). The inertia reels are front/rear and left/right specific.I solved this problem in my car by thoroughly cleaning the slot above the seat that the belt retracts through.
