Long story short, "Inflammable" shields do indeed prevent burn status, just as "Alkaline" shields prevent corrode status and "Grounded" prevents electrocution. UVHM is a whole different animal though. Yeah, I've found that I'm almost constantly in RTB. In UVHM you can still run the same thing, just gotta use a slag weapon to increase the damage.
