Rhomphaia, voulge, long glaive, glaive... they're all roughly equivalent. They'll all one hit kill just about anything when you're on horseback, and one hit kill a couple of things with the slice through mod. The menavlion and billhook are probably the weakest of the swing-polearms and they're still more than adequate to get the job done. For npc’s; Glaive on horseback, 2h axe on foot. Billhooks spawn in vlandian cities. They won't usually spawn until you are higher clan tier and level. Don't expect to find them early game. The Volge is even rarer and more expensive but it is worth the effort. Its one of the strongest cutting polearms in the game while the billhook is only mediocre.The glaive is a tiny bit longer, but that's not enough to make up the difference in swing speed. Couching glaives are awesome, pity couching is only minorly useful. The swings are usually easier/safer to use and oneshot anything anyway. If you find something better, it would be nice to know.
