The ethanol breaks the hose down and the bits lodge in the small orfices/passages of the carbs on engines up to very early 80's or so. Your engine should have ethanol-resistant fuel lines-so I am somewhat suprised.

What did you lube it with if whatever you put on it could be sticking it down. If the starter is spinning probably an issue with the bendix even a slow spinning starter can kick the bendix up.
