I went into Nuka World at level 35 on Survival. Not many, if any problems. Melee/ranged build. Just under maxed riflemen and gunslinger perks. I always wore Power Armor and used Jet and Psycho to a fair degree. Once I disabled the Nukatrons in Galactic Zone, it was even smoother sailing. Still enjoyable though.
