You have to be Ally rep rank with the Raiders. Something I'd like to know. First finish Wastelanders main quest. After that you will be able to buy them from several places, they aren't tradeable so you will need to grind for it.They cannot roll as explosive but all Gauss Pistols atleast have build in explosive effect that even benefits from demolition expert perk.
