While a majority of the steps can be completed, the actual Easter Egg completion cannot be completed with less than 4 people. If you are after the Summoning Key for the super Easter Egg, you will need to complete the entire Easter Egg, not just part of it, which requires 4 people. Only up to a certain point, to do the full ee you need 4 players.
How it worked for us (after like 10 failed attempts in the same way): 4th player goes into the tram while the other 3 players wait in beastmode at the panels. 4th player starts tram and instantly the other 3 players shock the panels - the 3 players go into the middle and shock the keepers.
