Pound in several places to separate the threads from the frame. in all three instances, what was left of the bolt was punch through into the cavity of the frame. Once that is complete, use an 8 mm tap to clean up the threads. I took my skid plate off a while ago and seems I have lost the 4 bolts. ...My skid plate bolt did the exact same thing and I like you drilled out the bolt however when using the spiral easy-out, it snapped off inside the drilled out bolt. I tried to drill the easy-out for roughly 2 hours with little success. I finally just tack welded a threaded rod onto the bolt/easy-out, put a nut on it and cut off the extra threads.Factory skid plate bolts are M8x1.25x20mm (the length may be a little more than 20mm, but the M8x1.25 is correct size and thread pitch) You can drill out the factory captive nuts to an M10 bolt and thread it if you need to (which is what I did when mine stripped out), after that you will need to completely drill out the nuts and weld in new ones or use RivNuts (the latter is what I am doing ...rarely are whashers a bad thing. I suggest grade 8 (or 10.1 = metric equivalent), and stainless if you can find them. As for the lenth, just look at your skid plate and how far away the nuts are. 1" should be enough unless you have spacers.
