That only means sometimes when the fire burns out before the effigy breaks down, you can light the fire again. from my reading the sanity cut off point is 90% you just need to get 10% off your max sanity and you can build them. I also read that once you hit 90% if you go above that you will still be able to craft them. You just got to hit that 10% drop first to unlock them. #7. Effigies are SUPPOSED to drive the enemies off, but I have seen a-lot of conflicting experiences posted, I personally ignore them. The red paint makes them quite likely to not attack you if you don't piss them off somehow, orange and blue paint can be used to colour some of your items, like the plane axe, rocks, etc. #1.1.
